    A Norfolk man being held in St. Lawrence County jail on charges of first-degree rape and endangering the welfare of a child was released from custody Tuesday by a County Court judge after the district attorney's office failed to indict him in a timely manner. Charles R. Manning, 46, of 9346 Route 56, Lot 3, was released on his own recognizance from jail, where he has been held since his Feb. 3 arrest on the charges after his attorney, Aaron Edwards of Watertown, said the district attorney's office failed to indict him in the allotted 45 days since his arrest.

Dann, R-Gouverneur, who won his election to serve as a Gouverneur town justice.

    A Norfolk man was jailed after fleeing an officer in a motor vehicle and on foot Sunday afternoon, according to state police. Troopers said they initiated a traffic stop for illegal window tint on a 2004 Dodge Intrepid that was operating north on State Route 56. The driver failed to comply and was pursued by the trooper from the area of the Woodchop Shop in Norfolk to 657 River Rd. in Norfolk where the man fled on foot.
