    Senate President M. Teresa Paiva Weed held on to her seat after a tough challenge from Republican Mike Smith in a race that some thought could have resulted in the ouster of the 12-term lawmaker. Paiva Weed garnered 4,714 votes, or 54.6 percent compared to Smith's 3,894 votes, or 45.1 percent.

    The biggest change will be the departure of Newport Mayor Harry Winthrop, who lost his seat after finishing fifth in the seven-person at-large City Council race with 3,075 votes -- 236 fewer than John Florez, who finished fourth and will begin his first term serving Newporters as an elected official. Also losing a spot on the seven-member council was Councilor Michael Farley, who finished behind Winthrop with 2,545 votes.

Poll runners for Citizens Concerned About Casino Gambling reported a total of 3,039 Newporters voted to approve Question 1 and 4,029 opposed.

    The Rhode Island Department of Transportation will start work Tuesday on a project to upgrade bike and pedestrian facilities throughout downtown Newport. An outgrowth of the two-year Aquidneck Island Transportation Study, the project will bring needed enhancements to existing facilities along America's Cup Avenue and Memorial Boulevard, as well as introduce several new features.

    When Newport voters hit the polls on Tuesday, they'll be asked to approve a host of changes to the City Charter, authorize millions in bonds for citywide renovations and weigh in on whether Newport and Middletown should establish a unified school district. Question 8 on the ballot is the first local ballot question Newporters will see and it would authorize $6 million in borrowing for repairs and renovations to city-owned facilities, including at City Hall, where some of the money would be used to install a new elevator to meet ADA requirements.

Police said Castro showed signs of intoxication and failed a field sobriety test.
