    Pennsylvania State Police, Chambersburg, charged Donald Lee Topper, 63, of 1024 Warm Spring Road, with loitering and prowling at night, a misdemeanor. Police said Topper was spotted looking through the front window of a Leafmore Road home just before 1 a.m. Nov. 24. A neighbor confronted him and the two exchanged words.

Hockenberry, 25, Newburg was traveling west on Forge Hill Road prior to Lower Horse Valley Road on Nov. 17 and lost control of the vehicle due to a wet road and overturned the vehicle. Hockenberry was transported to Chambersburg Hospital with unspecified injuries.
