Brant Webb was driving his Dodge Charger patrol vehicle westbound on Maryland Route 26 near Franklinville Road when his vehicle was struck by a 2011 Toyota Camry traveling eastbound and driven by Anna Nicole Donohoe, 21, according to a news release from the Carroll County Sheriff's Office.
