    Two Napa vintners have been ordered to pay thousands of dollars in civil penalties for a number of alleged violations that includes unpermitted wine sales and short-term vacation rental of their property near Napa, according to court records. Gabrielle Leonhard O'Connell and Wayne O'Connell and the Napa County District Attorney's Office on June 1 signed a settlement which includes a civil penalty of $40,000 and restitution payments totaling $31,100, according to court filings.
