At about 10:51 p.m. on August 15, the man was riding a bicycle near Texas Roadhouse when he was struck by a vehicle, according to Captain Jerry Howerton with MIGCFR.

The individuals arrested for trafficking Heroin in excess of 28 grams were Hector Omar Blanco Nieves of Phoeniz, AZ; Enrique Gallegos Robles of Los Angeles, CA; and Jesus Albert Rodrigues of Mexico.
