    Upshur County Commissioners Court and the Gilmer City Council jointly met last Thursday to hear representatives of an engineering consulting firm and the Texas Department of Transportation discuss causes and possible solutions to traffic congestion on U.S. 271 in the city, including the possibility of building a loop. County Judge Dean Fowler said that if a loop was created, construction would start in 20 years and TxDOT engineer Deanne Simmons agreed "it'd be a long time before it could be built."

    Representatives of a consulting firm presented Upshur County Commissioners Court on Tuesday with details of a $250,000 feasibility study it will conduct to see how traffic congestion can be eased on U.S. 271 in Gilmer--a study which might or might not eventually result in a loop being built around the city. Atkins North America, Inc. will perform the study, financed by a grant to the county from the North East Texas Regional Mobility Authority.
