    North Charleston is finally getting a new county library, thanks in part to a determined library board and community activists who made sure County Council delivered what it promised when voters approved a $108 million library bond issue in 2014. The $8.3 million project at Rivers Avenue and Dorchester Road had been stalled for at least a year because of separate but related county projects, as well as litigation involving the old naval hospital across the street, before County Council gave design-build contractor M.B. Kahn Construction the go-ahead last week.
