    The public is invited to bring an elaborately and creatively decorated freestanding scarecrow to the Mount Carmel Public Library Oct. 25 for the second annual Scarecrow Contest, hosted by Mount Carmel Downtown Inc. in conjunction with the Union National Bank and the Mount Carmel Elks Halloween Parade. All contestants are to bring their scarecrows to the front of the library between 8:30 and 9 a.m. Public voting will be is from 10 a.m. until 1 p.m.; tickets cost $1 for 5. Winners will receive cash prizes of $100 for first place, $75 for second place and $50 for third place.
