    Silverwood Park in St. Anthony Village was full of folks enjoying the warm temperatures along the bike and walking paths on Nov. 15. The Three Rivers Park District Board of Commissioners has scheduled a public hearing about the 2016 general fund budget and operating levy. The public hearing will be held at 5:30 p.m. Thursday, Nov. New Brighton City Council members approved a plan to change the Xcel franchise ordinance in a 4-1 vote at their meeting Nov. 10. In 2007 the City of Mounds View paid only $3,500 for the creation of its city website - the one it still uses today.

    The body of a 32-year-old Mounds View man who had been missing since Labor Day was found in Rush Lake in New Brighton Nov. 2. A New Brighton Department of Public Safety release said the Ramsey County Medical Examiner's Office identified the body as Henry T. McCabe, the next day. The cause of McCabe's death has yet to be determined, pending a toxicology report, according to police, though the release indicated "there were no signs of trauma or suspected foul play found during the autopsy."

She said she saw the driver, who she described as a "possible Asian male, about 30," say something and motion to a passing first grader. The boy did not react and the suspect sped away.
