    Five or six years ago I wrote to the Tennessee agency that oversees the state police to advise that a very large number of the tractor-trailers who are required to pass through the TDOT scales on I-81 are bypassing them by driving on U.S. Highway 11E to Whitesburg or Morristown. This causes excess traffic, noise, weight and wear on a highway that is not as capable of handling those destructive forces as the interstate.
