    It's taken two decades, but authorities have identified the teenage boy whose body was found floating in the Pacific Ocean near Monterey. A DNA hit has matched the "partial body" found off of Asilomar State Beach in 1995 as a Santa Barbara teen who was reported missing that year, according to the Monterey County Herald.

    A Monterey-area man was arrested for allegedly giving away handfuls of free marijuana to the patrons and workers of a Seaside restaurant, according to the Monterey County Herald. Police were called to the Buffalo Wild Wings at 4 p.m. Monday where Randy Lange, 57, was found "wrapping marijuana in napkins and handing it out to people in the business," the newspaper reported.

    Joining a chorus of other mostly warm climate West Coast cities where people simply like to hang out, Monterey will now fine anyone up to $100 if they sit or lie on sidewalks in the city's commercial areas during most waking hours. The new city code, approved in July, goes into effect on Wednesday, and it bans "obstructions" from city sidewalks between 7 a.m. and 9 p.m. in sections of downtown, Cannery Row, Lighthouse Avenue and other areas.
