    A Herkimer County man was arrested and charged by Oneida County sheriff's deputies after police said he threw narcotics out the passenger window of his vehicle during a traffic stop at 9:15 p.m. Tuesday in the town of Lee. Richard S. Neidl, 32, of Mohawk was pulled over for a traffic stop by deputies on Stoke-Westernville Road, police said, when he began throwing narcotics out the window.
