    What started out the year as a proposal to raise $4 million to improve connectivity in Douglas County, limped across the finish line with $300,000 approved on Thursday night. Douglas County commissioners approved a nickel gas tax that will raise an estimated $900,000, but the latest plan is for two-thirds of that to go to road maintenance.
