    The state attorney general ruled Monday that a zoning bylaw amendment adopted in January that would restrict the location of methadone or similar clinics in town was disapproved because it violated state and likely federal laws that prohibit discrimination on the basis of a disability. In a letter to Town Clerk Jayne Marie Davolio, Margaret J. Hurley, chief of the Central Massachusetts division and director of the municipal law unit for Attorney General Maura Healey, wrote that the zoning bylaw was inconsistent with the Massachusetts Zoning Act.

    Robert Phelps, 37, of Millbury was arrested after a two-car collision at Lake Avenue and Hamilton Street about 10:15 p.m. Saturday, police said. The other driver, a 72-year-old woman, suffered back and head injuries and was taken to a local hospital. The injuries do not appear to be life-threatening, police said.
