    County leaders struck the latest blow against red-light cameras, voting 5-0 Tuesday to ban the divisive enforcement devices in the county's unincorporated areas. The ban prevents Midway City, Ladera Ranch, Rossmoor, North Tustin and other communities from installing the cameras, and it eliminates the county's sole red-light camera on the corner of Tustin Avenue and 17th Street.
