    A farm labor contractor from Northern California has been ordered to pay more than $163,000 in back wages and damages to 59 migrant workers after a federal investigation on practices during the Mendocino County winegrape harvest. The U.S. Department of Labor on Tuesday said its Wage and Hour Division investigators found Manuel Quezada, of Orland, failed to pay wages for three weeks while crews picked near Ukiah.

    The value of the 2014 winegrape crop in most of the North Coast region was virtually unchanged last year, as a nearly 7 percent drop in tonnage from the record-setting 2013 crop was offset by a grape-price increases in Sonoma, Napa, Mendocino and Lake counties, according to preliminary official figures released Tuesday. The value of the North Coast winegrape crop last fall was $1.415 billion, up 0.5 percent from $1.408 billion in 2013, based on the first official tally by the U.S. Department of Agriculture's National Agriculture Statistics Service.
