Cooper St. every Thursday through Sunday starting July 24. Thursday hours are from 4 p.m. to 9 p.m. and Saturday and Sunday from noon to 9 p.m. Chris Taylor , who launched Mempops in April 2015, said he got the idea when he and his family stopped at a popsicle business in Birmingham this past winter. Since its April debut, things have gone well, which allowed Mempops to expand from two carts to the truck, Taylor said.
