    The non-clear store bags used to tote goods home after a shopping trip will no longer be welcomed as garbage bags when recycling efforts are enforced starting Saturday in the village of Massena. During a recycling information session Tuesday night, Department of Public Works Superintendent Hassan A. Fayad said it's important that his workers be able to see everything inside the clear plastic bags that are used for refuse, and they can't tell what's in the dark store bags that are often used for garbage and put inside the clear bags.

Carter, of 8 Madison Ave., with two counts of fourth-degree criminal mischief, one count of second-degree harassment, endangering the welfare of a child and criminal obstruction of breathing after they responded to a domestic dispute complaint at 12:43 p.m. Sunday.

He also was cited with operation of a vehicle with inadequate stop lamps and insufficient taillights and failure to notify the state Department of Motor Vehicles of an address change.

Their investigation determined Mr. McArthur was upset because he believed Darrell Trammel had taken $20 from him.

    The St. Lawrence River Elite Series going off as planned was up in the air until as recently as late last week when a decision was made to delay salvage operations on two sunken tugboats not far from the event's host town of Waddington, N.Y. According to published media reports out of northern New York, local, state government and maritime officials convinced the International St. Lawrence River Board of Control to temporarily halt the recovery of two tugboats that capsized June 22 in the narrow channels near the Seaway International Bridge that runs across the river from Massena, N.Y. to Cornwall, Ontario. The announcement came last Thursday as competitors were already en route to the area.
