    The Martinsburg City Council approved spending $674,985 to purchase granular activated carbon equipment for the Big Springs Water Treatment Plant at its council meeting on Thursday night. The city awarded the contract to TIGG, LLC, of Oakdale, Pennsylvania, which submitted the lowest bid at $674,985, said City Water Director Steve Knipe.
