The Jefferson Parish Planning Advisory Board voted unanimously to recommend the plans, which will now be heard by the parish council on Jan. 27. The proposed Race Trac at the corner of Barataria Boulevard and Wichers Drive sits partly on a property that used to be part of the Hope Haven complex , which was built in the 1920s as a center for orphaned and impoverished boys.
