    A Texas man with a history of mental illness was sentenced Tuesday to 30 years in prison, after he pleaded guilty to a 2012 West Bank homicide that authorities said stemmed from a dispute over a $10 debt. Nathaniel Carter , 29, pleaded guilty to manslaughter in the death of David Blackmon , 21. Blackmon was shot at his Westwego-area apartment on May 9, 2012, and he died at a hospital 12 days later later.

Carolyn Treaudo , 54, of Marrero, now faces up to 10 years in prison after admitting that she scammed state and federal officials into handing over the money for nonexistent repairs to a building that wasn't eligible for disaster aid, according to U.S. Attorney Kenneth Polite's office.
