Linn County Attorney Jerry Vander Sanden said the victim, who was 14-years-old when the alleged incident occurred in 2013, has moved out of state and she has refused to come back and testify.

On Thursday, Jerman said investigators believe there were 40 to 50 people who saw 28-year-old Marcus K. McCaskill gunned down in the 700 block of 15th Street SE at approximately 3 a.m. Saturday.
