It was in early 2015, when Florida Marine Transporters, LLC signed an additional towboat, bringing the total to 65 vessels contracted over the last 10 years.

Council Chairman Marty Dean introduced the measure on recommendation of District Attorney Warren Montgomery, who said he could not prosecute Villere because there was no such law on the books.
