    Police arrested two Madison residents on burglary and theft charges Saturday after the pair allegedly broke into the garage of another couple who had been arrested on theft and drug charges earlier in the week. Justin L. Jester, 29, and Dawn K. Morris, 45, both face a Level 5 felony counts of burglary and misdemeanor counts of theft and false informing.
