    The Grand Valley Drainage District is preparing to decide in late September whether to impose fees on more than 44,000 residences and businesses to collect about $3 million. The district board on Monday put off a final vote as it sought additional information about how to deliver bills and how to handle schools and local governments within the district's 90 square miles from Palisade to Mack between the Grand Valley Irrigation Co.
