    A man whose claim of having explosives strapped to his body led to a standoff with law enforcement officers and the shutdown of a portion of Highway 57 for about 10 hours Monday really did have a "partially assembled" explosive device, according to the Georgia Bureau of Investigation. The man, Anthony Lee Young, 32, of Webster Springs, West Virginia, was arrested shortly after 10 p.m. Monday after he was overpowered by police.

Georgia State Trooper Robert Balkcom said Poppell was in the center turning lane on Highway 84 west of Ludowici and running the tag reader on his cruiser when a 2010 Chevy 2500 pickup, driven by James Madray, 63, of Jesup, hit Poppell's car.
