    Vermont State Police say it all started two weeks ago when Justin Clouart's car broke down on Interstate 91. Police who stopped to assist him seized the car and say they later found 10 bags of heroin inside. Investigators say Clouart, 35, cut a hole in a security fence around the Westminster barracks to try to retrieve the heroin before troopers could search his car.
