    Following a swarm of equipment failures in the Traffic Circle and downtown sections of Long Beach early Saturday, lights went out on more than 19,000 Southern California Edison customers, but power retuned by late morning. SCE spokesman Robert Villegas said an underground cable failed at 12:04 a.m., initially leaving 491 customers without power in the Traffic Circle area.
