    The Gilmer City Council approved the city's annual outside audit for the 2016-17 fiscal year last week after the head of the accounting firm which performed it congratulated the city for receiving the "best audit opinion that we can issue." Karen A. Jacks of the Longview certified public accounting firm of Karen A. Jacks and Associates told the council March 27 that the city's "internal record keeping is very accurate" and that financial statements are "materially accurate."

    The author of a 3-D coloring comic book for teen-agers, and the book's illustrator, will address next Thursday's meeting of the Upshur County Library's Teen Advisory Board, said board coordinator Morris Garmon Jr. Jean Pamplin, author of "3-D Super Pig," and illustrator David Lopez, are set to appear at the 5 p.m. meeting at the library They will discuss how their book relates to youngsters ages 12-18, said Garmon. Also at Thursday's meeting, the board will discuss the library's forthcoming Summer Reading Program, and plans for a "Halloween Haunted Library" modeled after such an event at a Longview library, he said.
