There's a costume contest from 10 a.m. to 2 p.m. in two age categories: children ages 9 and younger, and children ages 10 to 15. Costumes will be judged on originality, creativity and overall appearance.

    The saga of accused sex offender Iver Phallen, 67, of Lewiston, took a new turn in Niagara County Court this week where he faced arraignment before Justice Sara Sheldon Farkas. The Tuesday proceeding in Lockport revealed 122 charges are now on file against Phallen, ranging from strangulation to kidnapping to torture and aggravated sexual abuse filed by the two victims who have come forward.
