    On September 28, 2018, the Seventh Circuit affirmed a ruling striking down a right-to-work ordinance passed by the village of Lincolnshire, Ill., holding that the National Labor Relations Act does not grant local governments the power to, among other things, bar mandatory union membership. In 2015, Lincolnshire passed an ordinance purporting to forbid the mandatory use of hiring halls, dues check-off arrangements, and union security provisions in collective bargaining agreements.
