In announcing the shift Thursday, the N.C. Department of Transportation reminded motorists to stay alert, use alternate routes when possible during this period, drive with caution, obey the posted speed limits, and allow extra travel time.

    A Leland man was cited on a failure to stop for a red light charge after his dump truck hit an SUV in Wilmington on Tuesday morning. Kenneth Leonard Mills, 65, failed to stop at a red light at Carolina Beach and River roads and struck the front of a 2000 Acura SUV at 7:33 a.m., North Carolina State Highway Patrol Trooper J.E. Moore said Nicole Barnett, 48, was trying to steer the SUV left onto River Road into the Carolina Beach northbound lanes.
