    Lancaster police charged a man with 46 felonies after they said he spearheaded a scheme to buy merchandise at outlet stores with fake $100 bills, then return the goods later for legitimate cash. A magisterial district judge set a $1 million bail for Benjamin Walker, 33, of Philadelphia, who was charged with 43 counts of forgery, three counts of conspiracy and three additional charges.
