Phil Reyes, who served on the Duarte City Council from 1993 to 2013 , donated the money to Rubio's state Senate District 22 campaign on Dec. 31, according to the records filed Jan. 31. On Dec. 13, Rubio and three of her council colleagues voted to give his company, Organic Management Solutions LLC, a permit to operate cultivation and manufacturing cannabis businesses in the city.
