    The American Red Cross opened an emergency shelter in La Pine on Monday as repair crews struggled to restore power to all affected by a weekend storm that dumped up to 30 inches of snow in southern Deschutes County and Northern Klamath County. Midstate Electric Cooperative repair crews that worked through the night have restored most power, but about 1,600 still were without power as of Monday evening.
