    Kinston firefighters may soon have a site to help them train on structural fires and learn more about the behavior of fires in burning structures.  Kinston Fire Chief Don Crawford said the city is waiting on a long-term lease agreement for about 5 acres of land off of Brown Street for the site.  The unused property is owned by the Caswell Center but it is not on the Caswell campus. At one time it was used for a Federal Emergency Management Agency, or FEMA, campground after Hurricanes Floyd and Fran.  If the state approves the lease, the fire department will use 40-foot conex boxes that are metal shipping containers and set them up like interiors of homes.

    Work on major sewer upgrades under Queen Street have stopped for now, and not for the November elections as some rumors have it, but should resume as spot projects on North Queen Street in January.  Rhonda Barwick, director of Kinston Public Services, said bids on the second phase of sewer rehabilitation on North Queen Street, with the majority of work taking place from Vernon Avenue to Airport Road, came in over budget and the projects had to be rebid and some redesigned.  “We thought January would be better,” Barwick said.

    A major stormwater culvert that drains water from the downtown area into the Neuse River may get an upgrade that could make the river a little cleaner.  Rhonda Barwick, Kinston Public Services director, said the pipe, called the North Street outfall, needs to be repaired and upgraded with a collection device to prevent trash and debris from entering the river. It is located west of Mitchell Street in the slope of the river bank just below the new playground area at Pearson Park.  The pipe has separated into two parts from erosion of the river bank and from the pressure of all the stormwater rushing through it, she said.  “It has been on our stormwater capital projects list for a little while,” Barwick said.
