Mayor Kirk Caldwell announced Tuesday that he is reappointing Horner to the board of the Honolulu Authority for Rapid Transportation, the agency created to oversee construction and operations of Oahu's 20-mile, elevated-rail mass-transit system that eventually will connect East Kapolei with Ala Moana Center.

Rick Prahler , development branch chief for the Hawaii Housing Finance and Development Corp., said at the April Makakilo/Kapolei/Honokai Hale Neighborhood Board meeting that a request for proposals has been released for the 90 units of affordable homes on about nine acres.
