    Federal budget cuts and higher operating costs have forced the Washington Department of Fish and Wildlife to reduce salmon and steelhead production at three of its lower Columbia River fish hatchery facilities and plant juvenile coho into a regional lake this fall. A funding gap of about $500,000 in federal Mitchell Act funds will reduce fish production at WDFW's North Toutle, Kalama Falls and Skamania hatcheries.
