    The Jackson City Council held a special meeting Tuesday to discuss lead water concerns, but ended up voting down a proposal calling for a civil emergency declaration. The measure was proposed by Ward 4 City Councilman De'Keither Stamps, who said the declaration would have allowed for testing of water in more homes beyond what the Public Works Department is able to accomplish.
