Mark Dayton. The money earmarked for the county, four local municipalities and three townships for local-priority rail infrastructure improvements is part of a $45 million pot Dayton proposes to collect annually through an adjustment in the way railroads pay property taxes.

    A Jackson man will spend more than three weeks in jail and pay fines and fees totaling nearly $1,100 after being convicted this week of making terroristic threats. Khamphone Muongkhot, 36, was sentenced Monday in Jackson's Fifth Judicial District Court to 30 days in jail, with credit for seven already served, and ordered to pay a $1,000 fine and $90 in related fees.
