    The Tompkins County Sheriff's Office has identified the victim who drowned at the Second Dam on Sunday, July 26. Eric Richardson, 20, of Virgil, was swimming with friends in the area of the dam on Sunday when he jumped into the water and failed to resurface. After several attempts bystanders found Richardson underwater and brought him to the surface.
