    A state lawmaker introduced a new bill Tuesday that would legalize professional mixed-martial-arts bouts in New York, making a number of changes in an attempt to make the legislation more amenable to Assembly Democrats. The new bill from Assembly Majority Leader Joseph Morelle, D-Irondequoit, Monroe County, would boost the minimum accident insurance required for boxing and mixed martial arts fights from $7,500 to $50,000.

    Gov. Andrew Cuomo's attempt to include a new sexual-assault policy at New York's colleges in the 2015-16 state budget appears to be fading. Lawmakers said the complexity of the legislation, which would apply to public and private colleges, is making it difficult to wrap up as part of the budget for the fiscal year that starts April 1. "I think there is some concern that we haven't been able to get an agreement that makes everyone comfortable that we are doing this the right way," said Assembly Majority Leader Joseph Morelle, D-Irondequoit, Monroe County.

Morelle, D-Irondequoit, Monroe County, said that because he's from upstate, he should not be discounted by New York City leaders who are leery of picking the first upstate Democratic speaker since 1911 .
