While performing a welfare check, Iowa City Police found John Swanda, 18, Des Moines, asleep behind the wheel of a Toyota 4Runnner at 204 East Washington Street, around 11:30 p.m. The teen was taken into custody, but has since bonded out of Johnson County jail.
