Columbiana County Sheriff Raymond Stone tells 21 News that the dispatcher did not follow department protocol that lead to first responders arriving almost 30 minutes late to the scene of the November 22 accident on U.S. Route 30. Officials at Lisbon-based Ohio State Highway Patrol says that they can't determine if the lives of the teens would have been saved if first responders had arrived sooner.
