    After listening to about two hours of protests against manatee protection zones, Indian Rocks Beach City Commissioners agreed Aug. 25 to ask a state agency to exclude three areas from its low-speed boating regulations. About 100 people packed the City Hall auditorium, the majority speaking against the Florida Fish and Wildlife Conservation Commission's intent to limit boat speeds in most of the city's waterways, excluding the Intracoastal Waterway, from April to October.
