It's the latest in a handful of lawsuits involving the 2,300-member tribe, leading some critics to suggest the tribal leadership is intentionally trying to oust people who aren't tribal members.

    What caused prisoners to riot in the Hualapai Unit at Arizona State Prison-Kingman on July 2 is a question that might not be answered for months, but a former correctional officer who was at the adjacent Cerbat Unit during a violent race riot in 2010 said the seriousness of the incident was woefully under-reported at the time - and he described the prison's response as a comedy of errors. That riot occurred on Memorial Day when white prisoners attacked black prisoners, who were outnumbered four to one, said the man, who spoke on condition of anonymity because he signed an agreement with private prison operator Management Training Corporation that he would not publicly discuss his work experience at the prison.
