In a crowded conference room at the Holiday Inn Express in Horseheads, the lawyers made oral arguments before Chief Administrative Law Judge James McClymonds of the DEC's Office of Hearings and Mediation.

The issues conference - as it's known in DEC terms - is set to begin at 10 a.m. Thursday at the Holiday Inn Express in Horseheads and continue for two days.

    The fire was reported just before 1 a.m. at 116 Valley Lane, just off Old Ithaca Road in the Town of Horseheads, said Ben Colwell, assistant chief with the Town and Country Fire Department, which led the response. When firefighters arrived at 1:06 a.m., the home was fully engulfed, Colwell said.

Over the past month, 55 protesters have been arrested by Schuyler County sheriff's deputies for blocking the gates of Houston-based Crestwood's property along State Route 14 just north of Watkins Glen.

"The draft permit conditions contain requirements and obligations that DEC staff believes would be appropriate and necessary to be imposed upon the applicant in the potential event that, after the hearing process, a permit is issued," said DEC spokesman Tom Mailey in a news release.
