He was arraigned in Bombay Town Court and remanded to the Franklin County Jail, Malone in lieu of $1,000 bail or $2,000 bond with orders to return Nov. 22. On Nov. 7, police charged Jerimiah J. Fountain, 37, of Constable with third-degree criminal possession of a weapon, felony, possession of a hypodermic instrument and unlawful possession of marijuana.

    Under a proposed new mutual aid agreement, tribal police from the St. Regis Mohawk Tribe would be able to act as special deputies for the St. Lawrence County Sheriff's Department when asked for assistance. The memorandum of understanding was unanimously approved Monday night during the county Legislature's Operations Committee meeting and will be voted on by the full board Oct. 3. The proposed agreement comes on the heels of a jurisdictional issue that arose after Eva P. Waters, Massena, was left with life-threatening injuries after her vehicle was hit head-on March 27, 2014, by a vehicle driven by Joseph A. Back II, Hogansburg.
