    Dallas's longtime mayor and three council incumbents will be unopposed in the city's Nov. 3 election after no one filed to qualify to challenge them by today's deadline. The qualifying period ended today at 4:30 p.m. for the mayor's seat, the council at-large post, and council seats representing wards 2 and 4. Mayor Boyd Austin and council members Mike Cason, Jim Henson and James Kelly Jr. qualified for re-election on the first day of qualifying Monday, City Clerk Tina Clark said.

The board of commissioners voted 3-2 for the county government's $133.2 million budget for fiscal year 2016, with commissioners Todd Pownall, Vernon Collett and Tony Crowe voting for it and Commissioner David Carmichael and Chairman David Austin voting against it.

    Tennessee police recovered a Paulding County boy today after a family friend reportedly kidnapped him late Wednesday and a Levi's Call was issued. The victim, William Dorian Moxley, 12, was located by Tennessee Highway Patrol troopers this morning after they spotted the vehicle in which Moxley was traveling on Interstate 24 just inside Tennessee and initiated a traffic stop at exit 155 near the city of Jasper, said Paulding sheriff's spokesman Ashley Henson.

    Paulding's film studio saw heavy usage until April when it suffered a three-month business drought and the county's Industrial Building Authority was forced to use reserves to make a bond payment in the recently completed fiscal year, its director said. Atlanta Film Studios Paulding County, which is owned by the building authority, covered its expenses but did not make nearly enough to make a payment on its 2012 construction bond from its regular funds, said authority director Blake Swafford last week.
